PM Modi Unveils Rs 1 Lakh Crore RDI Scheme at ESTIC 2025 Inauguration

Prime Minister Narendra Modi inaugurated the Emerging Science and Technology Innovation Conclave (ESTIC) 2025 on Monday at Bharat Mandapam. During this event, he also introduced the Rs one lakh crore Research, Development and Innovation (RDI) Scheme Fund, which aims to enhance India”s capabilities in science and technology.

In his address, PM Modi expressed pride in the recent achievements of the Indian women”s cricket team, commending them for their historic victory and extending congratulations to the players who have brought honor to the nation. He also highlighted India”s recent success in the space sector, noting the successful launch of the Indian Navy”s GSAT-7R communication satellite by the Indian Space Research Organisation (ISRO). He acknowledged the scientists involved in this mission, marking it as a significant day for advancements in science and technology.

The Prime Minister emphasized India”s evolving role in global innovation, stating, “It is a proud moment for us to have Nobel laureates among us today.” He described the RDI Scheme Fund as a gateway to new research opportunities, aimed at fostering innovation across both public institutions and the private sector. He asserted that the government is dedicated to creating a modern innovation ecosystem by enhancing the “ease of doing research.” This includes reforms in financial regulations and procurement policies to facilitate scientific progress.

PM Modi also noted the doubling of India”s R&D expenditure over the past decade, underscoring the country”s commitment to innovation. He pointed out that the number of registered patents has increased significantly, illustrating the growth of India”s startup ecosystem, which has now become the third-largest globally.

Union Minister Jitendra Singh, who also spoke at the event, expressed gratitude to the Prime Minister for his supportive vision. He stated that ESTIC 2025 is being held during a transformative period for India”s global reputation. Singh remarked that, despite their talent, Indian scientists had previously faced challenges due to inadequate facilities. Under PM Modi”s leadership, he asserted, India is advancing towards becoming a Viksit Bharat (Developed India), with notable progress in startups, biotechnology, and vaccine development.

Furthermore, Singh highlighted that the startup landscape is expanding beyond major metropolitan areas, with innovative companies emerging from Tier 2 and Tier 3 cities. A short film showcasing the RDI Scheme was presented during the event.

Earlier in the day, PM Modi shared on social media that the ESTIC 2025 would convene critical stakeholders from diverse fields such as science, education, and research. The launch of the RDI Scheme Fund is expected to significantly benefit researchers across India.

The ESTIC 2025, scheduled for November 3-5, will gather over 3,000 participants, including academics, industry representatives, government officials, Nobel Laureates, and leading scientists. According to a statement from the Prime Minister”s Office (PMO), discussions will cover 11 thematic areas ranging from Advanced Materials and Manufacturing to Quantum Science and Technology.

Singh described ESTIC 2025 as an opportunity for young innovators, startups, and researchers to present their solutions, receive mentorship, and connect with industry stakeholders. The conclave aims to be an outcome-oriented platform that encourages collaboration between researchers, entrepreneurs, industry, and funding entities.
