David Marchick Reflects on Presidential Transitions and COVID-19 Vaccine Impact

David Marchick, an alumnus of UC San Diego, offers insights into the significance of historical context in navigating modern conflicts. His recent book, The Peaceful Transfer of Power: An Oral History of America”s Presidential Transitions, published in fall 2022, draws from his experience as a key advisor during Joe Biden“s presidential transition.

Marchick played a pivotal role in coordinating the transition, working closely with senior White House officials and over 100 federal agencies. Additionally, during the first year of the Biden administration, he served as the chief operating officer of the U.S. Development Finance Corporation, where he oversaw the production of more than two billion doses of COVID-19 vaccines aimed at aiding developing nations.

Understanding Historical Context in Current Conflicts

Reflecting on his involvement with the presidential transition, Marchick emphasized the essential nature of peaceful power transfer in a democracy, a process that was taken for granted until recent challenges arose. He notes that history has shown moments when this transition was jeopardized, such as during the secession of seven states following Lincoln”s election and the tumultuous Hoover-Roosevelt transition amid the Great Depression.

Marchick draws parallels between historical and contemporary crises, recalling the multiple challenges during the Trump-Biden transition, which encompassed the COVID-19 pandemic, an economic downturn, a racial reckoning, and a political crisis involving the previous president”s lack of cooperation.

As noted by documentary filmmaker Ken Burns in the book”s foreword, “History doesn”t repeat itself, but it rhymes,” underscoring the importance of learning from past events to address current issues.

The Importance of Global Vaccine Distribution

Marchick describes his experience with the COVID-19 vaccine distribution as profoundly impactful. He recalls the urgency of the pandemic, particularly the lack of vaccines available for developing countries. Marchick actively supported vaccine production efforts in India and South Africa, visiting manufacturing sites and witnessing the emotional responses of officials who understood the life-saving potential of these vaccines.

He reflects, “My work on COVID-19 was one of the most rewarding things I”ve ever done,” highlighting the critical role that equitable vaccine distribution plays in global health.

Giving Back to UC San Diego

Marchick fondly remembers his time at UC San Diego as a crucial part of his personal development, where he gained confidence and skills essential for his career. In gratitude, he and his wife have established undergraduate scholarships through the Chancellor”s Associates Scholars Program, targeting first-generation students. They have also created a fellowship in the School of Global Policy and Strategy and support faculty fellowships at the Rady School of Management, aiming to positively impact future generations of students at UC San Diego.

His commitment to education and leadership extends to his previous roles on the boards of the UC San Diego Foundation and Alumni, and as a part of the cabinet for the Campaign for UC San Diego.
