DOST Integrates Datasets for Enhanced Public Service Using AI and Geospatial Technology

In light of recent developments in geospatial technology and artificial intelligence, the Department of Science and Technology (DOST) is working to consolidate its extensive datasets into a unified, interoperable platform designed to serve as a decision-making tool for the government. This initiative will improve access and usability of datasets across various sectors, including food security, climate resilience, disaster management, infrastructure, and healthcare.

During the keynote address at the Geospatial Analytics and Technology Solutions (Gates) Program Stakeholder Conference, DOST Secretary Renato Solidum Jr. emphasized the importance of information, particularly geospatial data, as a crucial resource for national development. He stated, “It is the foundation for sound decision-making, for responsive governance, and for “Agham na Ramdam,” science that protects, empowers, and uplifts lives.”

Secretary Solidum further highlighted that the Gates program ensures the timely availability of the right data to the appropriate stakeholders, supported by effective tools for informed planning, research, and innovation. The DOST operates through 18 attached agencies, 17 regional offices, and 80 provincial science and technology offices, implementing a variety of programs and research projects that generate significant datasets.

Through the Gates Program, these datasets will be geospatially anchored and integrated across multiple disciplines, enhancing the DOST“s ability to deliver responsive, science-informed, and inclusive services, while also promoting innovation and knowledge generation. Ultimately, Gates is set to become a fundamental component of the DOST framework and is envisioned to exemplify digital transformation and data-driven governance across the government.

DOST Assistant Secretary for Development Cooperation Rodolfo Calzado Jr. noted that by dismantling data silos and facilitating inter-agency sharing, the department can link various sectors, boost collaboration, and unlock new avenues for innovation. He emphasized that Gates operationalizes the National AI Strategy (NAIS) of the Philippines through geospatial intelligence and responsible innovation, effectively “building a connected, spatially intelligent DOST—charting a future-ready nation with spatial intelligence.”

Reinforcing this initiative, DOST also launched the National AI Stakeholders” Conference on October 13 and 14, signaling a nationwide approach to create a collaborative AI ecosystem that enhances governance, improves public services, strengthens various industries, and uplifts communities.

Since 2017, the DOST has been laying the groundwork for an AI-ready nation in collaboration with the Department of Trade and Industry (DTI), the Department of Education, and other government and industry partners. Initiatives such as the DOST Summer School for AI, investments in high-performance computing, and AI research projects backed by the DOST-Philippine Council for Industry, Energy, and Emerging Technology Research and Development have significantly bolstered the country”s AI ecosystem.

Moreover, the AI Roadmaps developed by DOST and DTI, along with the establishment of an Education Center for AI Research, which is supported by substantial investments in numerous AI-related projects, reflect the growing confidence in the capabilities of Filipinos to develop technology. Secretary Solidum remarked, “Each of these efforts forms part of a larger vision that is now taking shape through the National AI Strategy of the Philippines, or NAIS-PH.”

Looking ahead to 2028, DOST envisions a transformed Philippines powered by AI—where innovation is inclusive, governance is more effective, and communities are empowered. The Gates Program aims to deliver science-based, innovative, and inclusive solutions aligned with four strategic pillars: human well-being, wealth creation, wealth protection, and sustainability, all encapsulated in the mantra OneDOST4U: Solutions and Opportunities for All.
